Pursuant to Article 295 of the Civil Obligations Act (N.N 35/05-N.N 155/23), Article 99, Paragraph 6 of the Road Transport Act (N.N 41/18 and N.N136/2024) and Article 6 of the Ordinance on Bus Terminals (N.N 125/25), the Management Board of the Company hereby issues the following on 01.03.2026:
GENERAL TERMS AND CONDITIONS FOR PERFORMING BUS STATION ACTIVITIES
GENERAL PROVISIONS
Article 1.
These general terms and conditions (hereinafter referred to as the General Terms and Conditions) regulate the performance of bus station activities at the Split Bus Station, which operates the stations in Split, Makarska and Sinj (hereinafter referred to as A.K. Split d.o.o.) where A.K. Split d.o.o. provides its services, i.e. the rights and obligations of A.K. Split d.o.o. and users of its services.
An integral part of the General Terms and Conditions for the provision of station services is the Price List of Station Services adopted pursuant to Article 99, Paragraph 6 of the Road Transport Act / Official Gazette No. 41/2018 and NN 169/2024), in accordance with the Regulations on Bus Terminals ( “N.N.” 125/25)
Article 2.
Users of the Services within the meaning of these General Terms and Conditions are:
– carriers, legal entities and natural persons who perform the activity of transporting passengers in road transport.
– passengers, natural persons who use road transport services and
– third parties who, for any reason, find themselves on the premises of A.K. Split d.o.o. or request one of its services.
The services of A.K. Split d.o.o. are available to all users under equal conditions, without discrimination, in accordance with the established category of the bus terminal.
SERVICES OF THE SPLIT BUS STATION
Article 3.
The services provided by A.K. Split d.o.o. from Article 1 are:

- Use of parking lots for parking buses
- Sale of tickets
- Organization of ticket sales schedules
- Provision of information on transport and other services related to the transport of passengers.
SERVICES TO PASSENGERS AND THIRD PARTIES
- Passenger reception and departure
- Use of waiting rooms and platforms
- Ticket sales and reservations
- Issuance of ticket price confirmation
- Luggage storage
- Use of sanitary facilities
- Use of public address systems
- Use of parking lots for personal vehicles
- Provision of information on transport and other services related to passenger transport.
Article 4.
Bus reception and departure includes reserving an arrival or departure platform and enabling unhindered use of the arrival or departure platform for departures or arrivals of a particular carrier, according to the submitted Permits, announcing bus departures and arrivals via public address systems and organizing traffic on the premises of A.K. Split in a safe manner.
Use of bus parking lots includes parking buses of a particular carrier at a designated place at A.K. Split, in accordance with the spatial capabilities of the station.
Use of parking lots does not include guarding buses.
The sale of train tickets in relation to carriers implies a contractual relationship based on a special written Agreement, in which A.K. Split and the carrier regulate their mutual relations regarding the manner and conditions of selling train tickets to third parties.
Organizing the schedule of train ticket sales implies the sale of train tickets in accordance with the transport capacities that an individual carrier provides for the sale of seats on the bus.
Providing information on transport and other services related to passenger transport implies providing information to carriers on the number of train tickets sold, on the interest of passengers in transport, on possible problems in the organization of traffic and the like, and in particular implies keeping a register of bus arrivals and departures in accordance with the regulations governing the performance of passenger transport activities in road transport and confirming arrivals and departures on the travel worksheets of an individual carrier at the request of the carrier.
The term “departure” means the departure of the bus from the platform as the starting point according to the timetable, and the term “arrival” means the arrival of the bus at the platform as the last place of landing or disembarkation of passengers according to the timetable.
The term “transit” means the use of A.K. Split, or the platform as an arrival/departure stop according to the timetable that is not the starting/ending point.
Article 5.
Acceptance and departure of passengers means the organization of the stay of passengers on the premises of A.K. Split for the period from the arrival of passengers at A.K. Split until boarding the bus or leaving the premises of A.K. Split in another way.
The use of the waiting room and platform means the possibility of using the closed and open space of A.K. Split intended for passengers, which is protected from the effects of the weather, heated, ventilated and separated from the traffic areas of A.K. Split d.o.o., in which there are places for sitting, standing and storage of belongings that passengers and third parties have with them while they are on the premises of A.K. Split d.o.o. until boarding the bus or leaving the premises of A.K. Split d.o.o.
Ticket sales to passengers and third parties include the sale of tickets at all points of sale in all forms of sale (AK Split ticket offices, AK Split website) to all interested persons, regardless of whether they are traveling themselves or not, who state the route and time of travel at the point of sale, and who pay the price of the ticket.
Seat reservation on the bus implies a relationship between A.K. Split d.o.o. and the passenger in which the passenger is guaranteed a seat without seat numbering on the bus for a precisely determined departure, in accordance with other terms and conditions of these General Terms and Conditions.
Telephone reservation implies a relationship between A.K. Split d.o.o. and the passenger in which the passenger is guaranteed the sale of a ticket for a precisely determined departure, in accordance with these General Terms and Conditions. The obligation arising from a telephone reservation lasts no later than 1 hour before departure in domestic transport, and no later than 2 hours before departure in international transport.
In cases of peak load that occurs during the tourist season in the Republic of Croatia, in the period from 15.06. to 15.09. of the current year, as well as at least 7 days before public holidays, the obligation to reserve a seat on the bus lasts no later than 24 hours before the bus departure.
Issuing a ticket price confirmation implies the issuance of a confirmation – a written document by which A.K. Split d.o.o., at the request of the person who pays the fee for issuing the said confirmation, provides information on the ticket price for a particular route. The confirmation is issued free of charge upon presentation of the ticket purchased at A.K. Split.
A confirmation of the operation or delay of regular bus lines upon presentation of the ticket is issued free of charge.
Luggage storage implies the relationship between a third party and A.K. Split d.o.o. to which these General Terms and Conditions are appropriately applied in accordance with the valid Split Bus Terminal Price List.
The use of a toilet facility implies the provision of toilet facilities to individuals who pay a fee in advance for the use of the toilet facility in accordance with the Split Bus Terminal Price List (hereinafter referred to as the Price List).
The use of a parking lot for personal cars implies parking a personal car in the designated places.
The use of a parking lot does not imply the storage of a personal car, and the service is charged in accordance with the Price List.
The provision of information on transport implies the provision of information on bus departures and arrivals, ticket prices and the like via telephone, monitor or other types of display, bulletin board, internet or on site by an authorized person at A.K. Split.
Article 6.
Station services to carriers are provided in public scheduled transport to all carriers according to the submitted permits, and station services to carriers in special scheduled and occasional transport are provided in accordance with the available capacities of the Split Railway Administration.
Article 7.
The prices of A.K. Split services are determined by the Price List
TERM STATION SERVICES TO CARRIERS
Article 8.
These general terms and conditions provide a general offer for an indefinite period to all interested parties for the conclusion of an adhesion contract for the provision of station services. All provisions governing the relations of the contracting parties are determined by these General Terms and Conditions.
The interested party accepts the general offer conclusively, by undertaking some of the actions determined by these General Terms and Conditions for a certain type of user of station services.
Acceptance of the general offer by the user is considered to be the conclusion of a contract for the provision of station services, and that the provisions of these General Terms and Conditions have been fully accepted by the user of the services – the carrier.
The general offer for the conclusion of a contract for the provision of station services does not bind A.K. Split in the event that the user does not meet the conditions set out in these General Terms and Conditions.
Article 9.
The right to use station services in public scheduled transport is acquired when A.K.- Split delivers valid permits, timetables and price lists for the lines.
After the delivery of the Permit by the carrier A.K. – Split, it is considered that A. K. Split and the carrier have concluded a Contract on the provision of station services. The Permit and price list are considered delivered when they are entered into the registration record of A.K. Split. The carrier is obliged to deliver a copy of the Permit, while the originals are obliged to deliver to A.K. Split for inspection.
A.K. Split is obliged to enter the delivered data of the carrier into its computer software no later than 10/ ten days from the date of delivery of the data.
Carriers that jointly perform transport on a line are obliged to deliver to A.K. Split, in addition to the above data, a copy of the Contract on the joint performance of transport, to which the provisions of the special regulation on partnership apply, as well as a statement on payment and debiting.
As an exception to the above, for the station ticket sales service, A.K. Split will send the carrier a Ticket Sales Agreement after receiving the permits from the previous paragraph.
The carrier acquires the right to use station services in special scheduled and occasional transport when its bus enters the A.K. Split area, and it is then considered that A.K. Split and the carrier have concluded a Station Services Agreement. As an exception to the above, A.K. Split has the right to refuse to provide station services for the aforementioned types of transport in the event of a lack of space.
The right to use station services from Paragraph 1 of this Article shall in any case cease when the Permit from Paragraph 1 of this Article ceases to be valid, and it is considered that the Station Services Agreement has ceased to be valid at the same time.
If the carrier, after a written warning from A.K. Split, fails to pay the due fee for A.K. services within eight days Split, they will be charged on the spot immediately before using a specific service, after which A.K. Split will issue an invoice.
In the event of failure to pay for the service, A.K. Split is authorized to deny the provision of station services and physically prevent the entry of the carrier’s buses into the premises of A.K. Split.
In the event of termination of the Agreement from the previous two paragraphs, A.K. Split is authorized to deny the provision of its services and physically prevent the entry of the carrier’s buses into the premises of A.K. Split.
In the event of termination of the line by the carrier for reasons that were not foreseeable and were not caused by the fault of A.K. Split (for example, bankruptcy with the cessation of transportation, liquidation, etc.). By accepting these General Terms and Conditions, it is considered that the carrier agrees that A.K. Split will withhold a certain amount of money from the calculation of sold tickets, which will be intended exclusively for compensation for damages to A.K. Split incurred due to the refund of return tickets sold in advance for a line that is not operating for the reasons stated above.
Article 10.
A.K. Split undertakes to:
– provide all carriers that meet these General Terms and Conditions with station services in the same manner,
– for each departure from the timetable, according to the submitted permit, reserve the arrival/departure platform for the carrier according to the arrival/departure times from the timetable, up to 15 minutes before departure in domestic scheduled transport, and 15 minutes in international scheduled transport and occasional transport.
– ensure and carry out the acceptance and dispatch of buses,
– organize the traffic of buses in a safe manner on the traffic areas of A.K. Split,
– at the request of the carrier’s driving staff, verify the arrival/departure of buses at A.K. Split for arrivals/departures that are carried out.
– enable the carrier to use the parking lot in accordance with the available capacities.
– providing information on bus arrivals/departures and ticket prices of individual carriers,
– in the case of a written contract on the sale of tickets, organize the sale of tickets in accordance with the instructions, capacities and prices set by the carrier,
– sell tickets of carriers whose departure is registered as earlier, unless the passenger requests otherwise.
Article 11.
The carrier undertakes to:
– place the bus on the platform up to 15 minutes before departure in domestic scheduled transport and up to 15 minutes in international scheduled and occasional transport.
– upon arrival, turn off the vehicle engine and immediately remove the bus from the arrival platforms after disembarking passengers.
– use A.K.Split services in a manner that does not disturb other service users or owners of business premises in the A.K.Split area in an environmentally acceptable and safe manner for other users, and in particular remove the bus from the platform at the time specified in these General Terms and Conditions as the time for bus pick-up and drop-off.
– inform A.K.Split in advance by fax, official letter or e-mail about all facts relevant to the provision of its services.
– pay the fee for A.K. Split services in the manner and within the deadlines set out in these General Terms and Conditions.
– do not accept passengers who do not have a ticket and board the bus at A.K.Split, and instruct such passengers to purchase a ticket at the A.K. Split sales point.
– in the event of a temporary interruption or permanent suspension of transport, immediately report this to A.K. Split by fax, official letter or e-mail.
– bring neat and technically sound buses to A.K. Split, which must have plates with the names or designation of the type of transport for special scheduled or occasional transport.
– ensure that the bus crew is with the bus during docking.
– arrivals and departures shall be carried out in accordance with the timetable, and in case of delay, A.K.Split shall be notified in a timely manner.
– ensure that the driving staff ensures the cleanliness and tidiness of A.K.Split, and otherwise pay a pollution fee.
– ensure that the driving staff does not persuade passengers to use certain lines or to perform actions that may, as a cause or consequence, create unfair market competition between carriers.
– instruct the driving staff to behave in accordance with social norms.
Article 12.
In public transport, in the case where a Ticket Sales Agreement has been concluded, A.K. Split shall charge each passenger for the station service and seat reservation in accordance with the Price List with each ticket.
In public scheduled transport, in the case where departure tickets are sold by A.K. Split at another point of sale, A.K.Split shall also charge each passenger for the station service in accordance with the Price List.
Traffic personnel have the right to check the number of passengers on the carrier’s bus on a daily basis and, for the determined number of passengers who have not purchased a ticket at the ticket office or other point of sale of A.K.Split and paid for the station service, have the right to inform the carrier about the number of passengers without paid station service.
A passenger is considered to have a ticket if he/she has purchased it at the ticket office or other point of sale of A.K. Split (for example, the website, application), if he/she has purchased it at another point of sale and has paid for the station service with it, if he/she has another appropriate document instead of the purchased ticket, provided that he/she has paid for the station service.
Article 13.
The carrier of A.K.Split services, in addition to the commission for sold tickets, may pay on the spot immediately before using the station service, after which A.K. Split will issue him/her an invoice.
A carrier that has concluded a contract for the sale of train tickets may pay for station services on an invoice basis, if the total amount of its invoice from sold tickets covers the amount of costs based on A.K. Split’s station services.
A carrier that has not entrusted A.K. Split with the sale of its tickets, as well as a carrier that has entrusted A.K. Split with the sale of tickets, but its total amount of invoice from sold tickets does not cover the amount of costs based on A.K. Split’s station services, may pay A.K. Split for station services in advance.
The approval of the method of payment for station services according to the above parameters shall be decided by A.K. Split.
A.K. Split will offer each carrier the conclusion of a contract for the sale of tickets according to the conditions set out in the Price List.
Article 14.
The traffic staff of A.K.Split is authorized to notify the representatives, owner (in the case of a trade) or the management of the carrier who are superior to the bus crew members if they suspect that a bus crew member is not capable of performing his/her job due to alcohol consumption, narcotics, illness, etc. and that the continuation of the crew’s work could jeopardize the passenger’s journey.
If the traffic staff in the case referred to in Item 1 of this Article is unable to reach the representatives, owner (in the case of a trade) or the management of the carrier who are superior to the bus crew members, they are authorized to contact a representative of the Police or the ambulance service.
In the case referred to in the previous Item, the traffic staff of A.K. Split, has the right to entrust the transport of passengers to another bus crew of the same carrier, and if there are none, then to another carrier at the expense of the said carrier, provided that there is a confirmation – consent of the representative, owner (in the case of a trade or the management of the carrier) or a confirmation from the Police or Ambulance that the crew is not capable of performing the job for the above reasons, and that the continuation of the work of this crew could jeopardize the travel of passengers.
The duty traffic officer may remove the bus crew from the premises of A.K. Split and in other cases when they violate the provisions of these General Terms and Conditions, which could result in poor performance of the job, or the provision of services.
Article 15.
The carrier is responsible for any failure to comply with the timetable, the division of allotment of seats on the bus, driving conditions and similar issues that A.K. Split could not influence towards users.
For any compensation for damage that A.K. Split has compensated the user in accordance with the regulations protecting consumer rights, which arise from the liability of the carrier, A.K. Split will recover from the carrier in such a way that the amount to be paid to the carrier according to the calculation will be reduced by the amount of the compensation paid to the user.
For any damage to the property of A.K. Split, parking of buses in places where their parking is not provided, environmental pollution and similar actions from which it is undoubtedly established that A.K. Split caused damage, and that they are the result of actions or omissions by the carrier, A.K. Split will recover from the carrier in such a way that the amount to be paid to the carrier according to the calculation will be reduced by the amount of compensation for the damage incurred. For carriers with whom a ticket sales contract has not been concluded, as a result of which there is no appropriate way to offset claims, A.K. Split will issue an invoice for compensation for damage.
Article 16.
The calculation of services is carried out according to the Price List, as follows:
– docking in public scheduled transport, in such a way that the number of departures, arrivals or transits that the carrier has made at A.K. Split is multiplied by the price of bus pick-up and drop-off.
– docking in occasional transport in such a way that each entry to the bus terminal is considered one departure.
– docking cannot last longer than the time specified in Article 10 of these General Terms and Conditions, and in the event that the bus remains on the A.K. Split terminal for longer than that time, this is considered parking.
– the fee for selling train tickets paid by the carrier is regulated by the Contract on the provision of station services.
– in the event that the carrier sells train tickets at another point of sale, it is obliged to instruct the user to purchase the station service at the A.K. Split point of sale.
– the carrier pays the parking fee according to the Price List.
SERVICES TO THIRD PARTIES
Article 17.
Passengers and third parties are deemed to have entered into a contract with A.K. Split for the provision of station services and to have fully accepted the provisions of these General Terms and Conditions at the moment they entered the A.K. Split area or requested one of its services.
In occasional transport, the station service for each A.K. Split user is paid by the transport organizer in accordance with the Price List.
Article 18.
A.K. Split undertakes to provide its services to all passengers and third parties who meet the General Terms and Conditions in the same manner.
Passengers and third parties are obliged to take care of their safety and their behavior during their stay at A.K. Split so that they do not disturb other passengers and third parties.
A.K. Split has the right to refuse to provide its services to passengers and third parties who disrupt public order or the performance of A.K. activities. Split.
– refuse to pay the fee for A.K.Split services.
– are visibly under the influence of alcohol or behave contrary to generally accepted norms.
– pollute the area or environment of A.K. Split.
– for whom there are grounds for suspicion that their behavior violates the positive regulations of the Republic of Croatia.
– do not meet some of the conditions set out in these General Terms and Conditions.
Article 19.
Passengers and third parties pay the fee for A.K. Split services:
– for the services referred to in Article 3. Point II. Subpoints 1. 2. and 3 when purchasing a ticket, and in the event that they do not purchase a ticket, the latter has the right to charge the aforementioned station services.
– for the services referred to in Article 3. Point II. Subpoints 4. and 6. of these General Terms and Conditions after using them.
Article 20.
Regarding certain services:
– the issuance of a ticket price confirmation will be carried out in relation to the person who requests it and pays the fee for the same service before
issuing it.
– in relation to the use of the toilet, the previous provision applies.
– the aforementioned provision also applies to the use of the public address system.
Article 21.
STORAGE OF THINGS
Storage of things (luggage) is carried out at the request of a natural person in accordance with the Work Regulations and the Price List of Station Services.
OTHER RELATIONS WITH PASSENGERS AND THIRD PARTIES
Article 22.
In the event that the passenger does not have a ticket, he is obliged to purchase it at the AK Split sales point.
If the passenger boards the bus and has not previously purchased a ticket, he is obliged to get off the bus and purchase a ticket at the A.K. Split ticket office upon the invitation of the A.K. Split traffic staff or the bus crew.
In addition to the amount he is obliged to pay for the ticket, he is also obliged to pay the amount for the station service determined by the Price List of Station Services, as well as the seat reservation fee, which are included in the final price of the ticket purchased through the A.K. Split services.
Article 23.
A.K. At the request of a passenger who cancels a trip, Split undertakes to refund the money paid for the purchase of the ticket, minus 10% of the ticket price for handling costs, without refunding the money paid for the station service and seat reservation:
– if the passenger goes to the complaints desk no later than one hour before the departure of the bus for the line in internal public scheduled transport.
– if the passenger addresses the complaint counter A.K. Split no later than two hours before the departure of the bus in international scheduled transport.
After the expiration of the deadlines from the previous paragraph, the complaints counter will direct the passenger to fulfill his request directly from the carrier.
The provision from this article also applies in the case of:
– if the carrier cancels the transport for a specific line, in which case the amount returned to the passenger is not reduced by 10%, with the refund of the money paid for the station service and seat reservation.
– If the carrier for a specific line reported a delay of 30 or more minutes from the regular departure.
The provisions of this article refer exclusively to train tickets purchased at the point of sale – the bus station’s ticket office and the Bus Station’s Internet page.
The passenger has the right to exchange the train ticket for another departure of the same carrier if he approaches the sales counter no later than one hour before the departure of the bus in domestic scheduled transport, and no later than two hours before the departure of the bus in international scheduled transport, in which case he is not entitled to a refund of the money paid for the station service and seat reservation.
The unused coupon of a return ticket with a commercial benefit is returned by deducting from the return ticket the amount of a one-way ticket with the same commercial benefit, if it exists, and a commission of 10% is taken from that part.
If there is a one-way ticket with an identical commercial privilege, the amount of a one-way ticket without privileges is subtracted, and a commission is taken on the obtained amount.
Article 24.
The passenger is not entitled to a refund of the money paid for the ticket if:
– loses the ticket
– returns the ticket within a period shorter than the period specified in Article 23 of these General Terms and Conditions
– returns the ticket after the journey has begun.
– if, through negligence, he/she has travelled by bus of a different carrier than the one specified on the ticket.
GENERAL AND FINAL PROVISIONS
Article 25.
On the date of entry into force of these General Terms and Conditions, the General Terms and Conditions of the Station Business of 08 .10 2025. shall cease to be valid.
These General Terms and Conditions are published on the notice board of A.K. Split and on the website www.ak-split.hr.
